Abortion issue endangers budget accord

A dispute over Medicaid-financed abortions at University of Iowa Hospitals is threatening to derail a $5.99 billion budget deal being crafted by lawmakers facing a Thursday night deadline to provide money to keep state government running.

Senate Democrats want to retain abortion rules in place since 1978, which allow Medicaid abortions at University Hospitals in cases of rape, incest, fetal abnormalities, to save a mother's life, and for miscarriages.

House Republicans initially insisted in a House-Senate conference committee that Medicaid abortions only be allowed to save a woman's life and for miscarriages. They softened their proposal Tuesday night to allow abortions when a doctor can show a fetus could not survive a pregnancy. But they also revised the language to say all other Medicaid abortions would require women to provide informed consent.

The abortion provision is a key sticking point in a $1.5 billion health and human services spending bill being negotiated by House and Senate conferees, said Sen. Jack Hatch, D-Des Moines, chairman of a Senate budget subcommittee. He said he hopes a consensus can be reached today, but both sides were far apart Tuesday night.

The voluntary and informed consent proposal would require a woman to be told of options that include continuing the pregnancy to term and retaining parental rights, adoption, and terminating the pregnancy. The woman would also receive an ultrasound of the fetus at least 24 hours before an abortion.

Rep. Beth Wessel-Kroeschell, D-Ames, was strongly opposed to the informed consent proposal. She said it was disrespectful of women, particularly victims of sexual assault.

"Frankly, I am very offended," Wessel-Kroeschell said.

Rep. Matt Windschitl, R-Missouri Valley, said he was concerned about the lives of both the mother and the child. "I do believe a child is a sacred gift from God," he said.

Windschitl said later he didn't believe House Republicans were willing to make additional concessions to Democrats on abortion.

"I do not believe that if we maneuver any more that the bill has enough support to pass," he said.

Federal rules require Medicaid programs to cover abortions if they are requested in verified cases of incest or rape, or to save the life of the mother.

The University of Iowa is considered to be one of the best schools in the state and also in the surrounding area. The University of Iowa is located in the southeast part of the state, in a town called Iowa City. It is also located on the shores of the Iowa River. The life for a student at the University of Iowa is filled with things to do. The University provides many types of financial aid to both in state and out of state students. There are also resources for on-campus and off-campus housing. The University boasts excellent student health and safety resources, and the variety of campus activities and clubs make sure that any student can find something to suit their individual needs and interests. Most students feel very comfortable with the amenities offered by the University and enjoy campus life and activities. Some students find participating in student government to be an excellent way to get involved in campus life at the University Of Iowa.

The University Of Iowa has an excellent sports program. The Iowa Hawkeyes are the students participating in various sports. The faculty and the students support the Iowa Hawkeyes, and events are well attended.

Many of the students who graduate from the University of Iowa have excellent job prospects, both in state and in other parts of the U.S.
